On a single storey stand the immovable date is build-up. On a double decker it is the organiser's structural submission deadline, which falls six to ten weeks earlier and does not move.

A double decker costs more than a single storey stand of the same footprint, and the increase is not only structural. These are the five lines that change.

Structural frame The deck and its supports are engineered rather than assembled. Heavier materials, more connections, more weight to ship. Nothing safely. This is the cost of putting people above the ground.
Engineering & certification Structural drawings and stamped load calculations from a qualified engineer, per venue and per edition. Reuse the certified design across shows where the venue accepts it.
Organiser charges Most venues levy a fee for two storey builds, often on upper deck area, plus a structural review charge. Fixed by the venue. Budget for it at feasibility stage rather than being surprised.
Build-up time Two storey stands take longer to erect, often requiring early access and extra crew. Book early access at the same time as the space, not afterwards.
Lost ground floor A staircase consumes four to six square metres of the level facing the aisle — your most valuable area. A mezzanine over part of the footprint needs a smaller stair and less structure.

How early do we need to start?

Sixteen to eighteen weeks before the show opens, and the reason is the submission deadline rather than production time.

Most venues close their two storey submission window six to ten weeks before build-up. Working backwards — engineering takes about two weeks, design freeze must precede it, and concept and feasibility need three weeks before that — sixteen to eighteen weeks is comfortable.

If you are inside twelve weeks, tell us anyway. Sometimes a mezzanine rather than a full deck, or a venue with a shorter window, still makes it work. If it does not, we would rather design you an excellent single storey stand than miss a submission and leave you with crates in the hall.
